Good morning, Austin. Tuesday brings a sunny forecast and a reason to keep the calendar close: another festival weekend is approaching, and downtown utility work starts next week. The registration deadline has passed; checking your record is still useful. On the desk today: insurance costs, a school spending review and the practical work of getting emergency agencies talking to one another. There is also a local baker whose sourdough leftovers found a second life in cookies. A small argument for saving the good scraps.
The Briefing
Texas insurance costs put roof upgrades on lawmakers' agenda
The roof is part of the insurance bill. At an October 5 House hearing, insurance officials and industry representatives discussed whether stronger roofs and other home improvements could reduce disaster losses, Community Impact reported. No new homeowner grant was enacted at that hearing.
The numbers need care. The Texas Department of Insurance's annual-premium chart lists $1,791 in 2016 and a preliminary $3,489 in 2025, sourced to its Texas Statistical Plan for Residential Risks. Community Impact reports $3,506 for 2025 and links the same overview. We have not established that the two figures use the same policy scope; our graphic reproduces the department's labeled annual series. Neither figure tells an individual Austin homeowner what a renewal will cost.
According to the report, the department asked lawmakers to consider grants for weather-proofing homes. Governor Greg Abbott has sought insurer consideration of roof-fortification programs when setting rates. Industry representative Chelsea Stallings told the committee that reducing losses is necessary before premiums can fall. Similar Texas grant proposals did not pass in 2025.
These are proposals, with no guaranteed discount or newly available grant established here. The hearing also considered possible sales-tax exemptions for roofing materials and catastrophe savings accounts.
What's next: Any new grant or tax exemption would require further action; Monday's hearing did not create one.
