Vol. I · No. 41 · Weather · One Good Thing

Today at a glance

  • Weather 81° / 72°Flood watch. Low-water crossings fill fast — turn around, don't drown.
  • Air quality 22 · GoodThree days of rain scrubbed the air clean. Shame about the sky.
  • Lake Travis 89.7% fullRising, not falling: LCRA expects Llano River water to lift it a foot or two.
  • Allergies Very LowAlmost nothing in the air. Breathe easy.
  • Power grid NormalDemand peaks near 63,700 megawatts; ERCOT has 92,500 ready and room to spare.
  • Sunrise 7:25 a.m.Just under 12 hours of daylight today, and most of it behind cloud.

Good morning, Austin. Three days of rain and we are still in it: a Flood Watch holds until seven tonight, another inch or two is coming, and the high only reaches 81. The lake is going the right way for once. Water off the Llano is working downstream and the Lower Colorado River Authority expects Lake Travis to pick up a foot or two by Sunday. Three days of rain have washed the air clean, and there is nothing in it to sneeze at either. If you are walking into Zilker today, the ground has been soaked since Wednesday and no amount of optimism will dry it out by noon. Boots, not canvas. Check atxfloods.com before you take any low crossing, and give the creeks the rest of the weekend.

The Briefing · About our reporting

The bullet is out. The questions aren't.

Timeline of the Austin shooting by a U.S. Immigration and Customs Enforcement officer, as reported by KUT. On Sept. 20, 2026, an ICE officer shot Wilber Garces Perez in the back in north Austin after he fled a traffic stop; a Department of Homeland Security special agent testified that the officer who fired was not wearing a body camera and that the second officer at the scene had turned his own camera off before arriving. On Sept. 30, U.S. Magistrate Judge Dustin M. Howell ruled Garces Perez a flight risk and kept him in federal custody, while disagreeing with prosecutors that he was a danger to the community; the same DHS agent testified he had never interviewed the officer who fired. On Oct. 1, surgeons removed the bullet that had been lodged in his back for about 11 days. A separate Homeland Security unit is still investigating the shooting itself.
Timeline: The Austin Bulletin · KUT

Surgeons removed the bullet from Wilber Garcés Pérez's back on Thursday, about 11 days after a U.S. Immigration and Customs Enforcement (ICE) officer shot him in north Austin. He was delivering food at the time. His lawyers, Kate Lincoln-Goldfinch and Daniel Woodward of the Texas Civil Rights Project, said ICE would not let his wife into the operating room.

What the record holds about the shooting is thinner. At a federal hearing Wednesday, Department of Homeland Security (DHS) special agent Rick Bazan testified that the officer who fired wore no body camera, and that the second officer at the scene had switched his own off before arriving. Bazan said neither he nor his team had interviewed the officer who fired, or asked him whether the car struck him. A separate DHS unit is examining that.

Garcés Pérez stays in custody. U.S. Magistrate Judge Dustin M. Howell found him a flight risk and rejected the government's argument that he endangers the community. His defense attorney said he had been working toward legal residency; DHS says he had a work permit that expired in 2025 and a final order of removal. He is charged with assaulting, resisting and impeding a federal officer. If convicted, he faces up to 20 years.

What's next: The separate Homeland Security review of the shooting continues while Garcés Pérez is held by the U.S. Marshals Service. Today's flood watch and the Highland Lakes releases are in Weather, and the festival closures in Growth & infrastructure.

Travis County's new budget took effect, and most tax bills tick down

The Travis County Commissioners Court adopted a $2.3 billion budget that began Thursday, putting more money into affordable housing, mental healthcare and disaster preparedness. County taxes make up about a fifth of an Austin property tax bill. Spending rose 4%, but property values dipped, so the owner of a $372,633 home pays $1,439 to the county this year. That is about $30 less than last year. Austin Current

Electric Bill is getting out of hand

I live in a two bed two bath apartment for the last four years. The electric bill, in my opinion, was always high, but after this summer I took real action to reduce my electricity consumption. Not using the a/c during the hot hours, using low wattage lightbulbs, unplugging everything that I don't use in the home, and using blackout curtains to help with cooling down the home.

Tenants of a downtown high-rise now hear the power may be off until Halloween

A fire on the 33rd floor of The Bowie, near West Fifth and Bowie streets, emptied apartments around midnight on Sept. 18. An Austin Fire Department report said management verified displaced tenants would be accommodated. Residents were first told power could be back by Sept. 21. A Sept. 30 email moved that to Oct. 23 at the earliest, and possibly Oct. 31. KXAN

Timeline of the displacement of tenants at The Bowie, a downtown Austin high-rise, as reported by KXAN. Around midnight on Sept. 18, 2026, the Austin Fire Department responded to overheated wires and equipment on the 33rd floor of the building near West Fifth Street and Bowie Street, and an incident report said building management verified that displaced tenants of several apartments would be accommodated. Property management told tenants by email that repairs would require a full de-energization of the building and that the best case for restoring power was Sept. 21. A follow-up email on Sept. 30 told tenants the earliest electricity may return is between Oct. 23 and Oct. 31. Tenant Gracie Schulte estimates her stays at various short-term rentals could cost 9,000 dollars by Oct. 4, and tenants say they are concerned about whether the building will follow through on reimbursement commitments.
